Project Description

The EBRD is granting a senior loan of up to EUR 60 million to ProCredit Bank Serbia (“PCBS”) for on-lending to small agricultural producers and small and medium enterprises (“SMEs”) in Serbia. The loan proceeds will be used by PCBS to provide financing through working capital lines and investment loans to eligible sub-borrowers.

Transition Impact

The project aims to increase the availability of medium-term funding for SMEs in Serbia, which is the main source of employment in the private sector and a major contributor to the country’s economy. With its wide outreach, PCBS is in a unique position to provide much-needed financing to smaller regional businesses and to contribute to the development of SME lending in the country.

The Client

PCBS is a medium-sized development-oriented commercial bank in Serbia specialised in lending to SMEs and agricultural clients. With total assets of EUR 631 million and equity totalling EUR 102 million, ProCredit Bank ranks as the 14th largest bank in Serbia as of 30 June 2015. ProCredit Bank Serbia is a member of the ProCredit group, which is led by its Frankfurt-based parent company, ProCredit Holding. As the sole owner of ProCredit Bank Serbia, ProCredit Holding holds 100% of PCBS shares.

Environmental and Social Categorisation, Impact, and Mitigation

Categorised FI (ESP 2014): PCBS is an existing client of the Bank and has been successfully implementing the Bank's environmental and social requirements since 2002. PCBS will be required to comply with PR 2, 4 and 9 and implement sub-projects in accordance with the EBRD’s Environmental and Social Procedures for Corporate Loans, SME Loans. PCBS will also be required to continue submitting annual environmental and social reports to the Bank.
