Regia Autosalubritate, a municipal solid waste management company wholly owned by the City of Chisinau (the "Client" or the "City") has requested the European Bank for Reconstruction and Development (the "EBRD" or the "Bank") to provide technical assistance for the Chisinau Solid Waste Project (the "Project").

The EBRD is planning to finance priority investments in the Chisinau solid waste disposal system, including: (i) an upgrade of the City’s landfill site to European Union ("EU") compliance; (ii) rehabilitation of an alternative access road to the landfill; (iii) closure of a temporary dumpsite in Chisinau; (iv) refurbishment of the existing transfer station and investment into a waste sorting plant; and (v) building of a waste digestion plant for energy and heat production. The Project will contribute to an improved level of solid waste services and improve the environmental situation in Chisinau.

The EBRD now seeks to select a consultant (the "Consultant") to identify and assess any potentially significant future adverse environmental and social impacts associated with the proposed Project, assess compliance with applicable laws and the EBRD's Environmental and Social Policy ("ESP") and performance requirements ("PRs"), determine the measures needed to prevent or minimise and mitigate the adverse impacts, and identify potential environmental and social opportunities, including those that would improve the environmental and social sustainability of the Project (the "assignment").

The assessment process will be commensurate with, and proportional to, the potential risks, aspects and impacts of the Project, and will cover, in an integrated manner, all relevant direct and indirect environmental and social aspects and impacts of the Project, and the relevant stages of the project cycle (eg pre-construction, construction, operation, and decommissioning or closure and reinstatement). The assessment process will produce recommendations which include some practical gender disaggregated indicators (such as participation, training benefits and economic and social project derived benefits) that could be used to measure the impact of the measures and can also feed into developing an Environmental and Social Action Plan / Stakeholder Engagement Plan ("ESAP"/"SEP").

The Environmental and Social Audit (as defined in Section 3.4 of the terms of reference which can be accessed through the link below) is required to assess the Client’s current operations and management practices in terms of compliance with national legislation, national or local permitting requirements, the relevant provisions of the EBRD's ESP and PRs (2014) and relevant EU environmental standards. Further, the audit shall assess historical environmental and social issues, such as risk of potential contamination of soil and/or groundwater or land acquisition disputes. Reasonably available data shall be assessed to quantify the risks and assess any liabilities.

The Consultant is expected to provide the following services:

1. ESAP, including scoping, analysis of applicable requirements, baseline conditions, assessment of impacts and environmental and social management plan
2. Stakeholder engagement plan
3. Environmental and social audit
4. EBRD PR compliance assessment
5. Environmental and social action plan
6. Non-technical summary
7. Local environmental impact assessment


Assignment Start Date and Duration: The assignment is expected to start in the third quarter of 2015 and has an estimated overall duration of 6 months.

Maximum Cost Estimate for the Assignment: EUR 250,000 (exclusive of VAT).

The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an international financial institution and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (eg VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Funding Source: It is expected that the assignment will be funded by the EBRD Shareholder Special Fund.

Eligibility: There are no eligibility restrictions

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms preferably with previous project experience related to: managing environmental and social impact assessments ("ESIA") and environmental and social ("E&S") due diligence audits and experience in the solid waste sector.

The Consultant’s expert team is expected to include key experts as follows:

- Key Expert No 1: Project manager with experience in managing ESIAs and E&S due diligence audits in the EBRD’s countries of operations, with excellent communication skills

- Key Expert No 2: Environmental specialist with experience in ESIAs and E&S due diligence audits in the solid waste sector

- Key Experts No 3 (Pool of Additional Experts) consisting of: a Health and Safety Specialist with experience in the solid waste industry; other environmental specialists and social specialist(s) with experience in the host country, including public consultation in the local context, gender expertise, and/or resettlement expertise, as required.

Non-key experts are expected to be included as local support staff.

Submission Requirements: In order to determine the capability and experience of consultants seeking to be selected for this assignment, the information submitted should include the following:

1. Company/group of firms’ profile, organisation and staffing (max. 2-4 pages).

2. Details of previous project experience or similar assignments particularly undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives.

3. CVs of key experts who could carry out the assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.

4. Completed Consultant Declaration Form and Contact Sheet, the template for which is available from the following web-link:

The above information should not exceed 20 pages excluding CVs and contact sheet.

The complete expression of interest (including CVs, Consultant Declaration and Contact Sheet) should be submitted, in English electronically through e-Selection, to reach the Bank not later than the closing date. The expression of interest shall preferably be uploaded in one file (pdf). The permissible file size is (4MB).

Notes:

1. The selection will normally be made from responses to this notification. Consultants will not be asked to submit a proposal. The highest-ranked consultant will be selected from a shortlist and be invited to negotiate the contract, subject to availability of funding.

2. The City will be the contracting authority. However the EBRD will select the Consultant on behalf of the City.

3. Consultants will be evaluated on the basis of the following criteria:

(a) firm's experience managing environmental and social impact assessments ("ESIA") and environmental and social ("E&S") due diligence audits and experience in the solid waste sector (35%).
(b) Firm’s previous project experience in Moldova and the region (15%)
(c) CVs of Key Experts No 1-3 (50%)
