Project Description

The EBRD made priority investments in municipal water infrastructure in the city of Yaroslavl, covering general upgrading of the municipal water system and institutional strengthening of the local water utility.

The programme is focused on priority investments to reduce operating costs involving emergency rehabilitation and general upgrading of the municipal water system in Yaroslavl. The project aims to lead to institutional strengthening of YVK and the City Administration.

Transition Impact

Transition impact includes:
  • Market framework
    Commercialisation of YVK’s activities with the focus on tariff reform and introduction of incentive based service contract for provision of municipal water services.
  • Development of skills
    The skills acquired through the Corporate Development Programme for YVK would benefit the entire public administration, thus developing skills in other public services.
  • Demonstration effect
    If the operation proves successful, this could have an important demonstration effect for other regions/municipalities.
    Market expansion: The project offers opportunities for local businesses to supply goods, works and services as a result of new procurement rules.

The Client

Yaroslavl Vodokanal (YVK) is formerly a municipal enterprise. In 2008 YVK was re-organised into a 100 per cent municipally owned JSC. YVK is responsible for the operation of water and wastewater services in the city of Yaroslavl.

EBRD Finance

Senior loan of RUB 490.6 million.

Project Cost

RUB 660.8 million.

Environmental Impact

The project has mainly environmental objectives as it contributes to a reduction of public health hazards and overall improvement of water quality and sustainability of water services. No significant environmental impact is anticipated in association with the rehabilitation and reconstruction of water distribution networks. An environmental analysis was carried out to review environmental impact associated with the construction, operation and maintenance of the facilities under the proposed investment programme. Adequate mitigation measures were prescribed and included in the investment programme.

Technical Cooperation

TC funding will be sought for:
  • Support for Project Implementation Unit;
  • Corporate Development Programme for YVK;
  • Development of incentive based service contract template.
