The proposed project establishes a USD 60 million leasing framework in the Russian Federation to finance leases of equipment manufactured by reputable international vendors of good standing. The Bank will cover 33% of the risk and funding in each individual lease, up to USD 20 million in aggregate. OOO Raiffeisen Leasing Moscow will act as the Lessor under the framework.
The project will help advance technological and skill modernisation and efficiency improvements in key sectors of the economy. The main transition impact of the project derives from the provision of financing to small and medium sized companies, which lack access to affordable financing.

Environmental risks associated with the proposed operation will be mitigated by the small and medium size of the Lessees operations, and the familiarity of OOO Raiffeisen Leasing (the Lessor) with EBRD’s Environmental Procedures for Leasing as well as by the adherence to internationally recognised standards of operator safety and environmental responsibility of the reputable international Vendors. OOO Raiffeisen Leasing will be required to comply with EBRD’s Environmental Procedures for Leasing including adherence to the Bank’s Environmental Exclusion and Referral List, compliance with the applicable Russian environmental, health and safety requirements and submission of an annual environmental report to the Bank.
