Project Description
The proposed project comprises the following:
- improvement of the Khodija Bakirgan water wells;
- construction of transmission and connection mains;
- refurbishment of a portion of the municipal distribution network;
- installation of water meters;
- purchase of workshop equipment;
- installation of reserve wastewater pumps; and,
- the preparation of detailed design and tender documents.
The Project will also include the following:
- Preparation and implementation of a Financial and Operational Performance Improvement Programme for the Khujand Water Company (the Company).
- Provision of a Stakeholder Participation Programme to encourage greater public participation in the delivery of water services, ensure poverty and subsistence issues are reflected in tariff reforms, and promote water conservation.
Transition Impact
Transition measures would focus on:
- Water tariff reforms;
- Greater stakeholder participation in tariff reform and service delivery;
- More transparency and improved corporate governance;
- Commercialisation of the Company;
- Demonstration effect of directly financing a local government
The Client
The Bank's loan would be extended directly to Sogd Province with the proceeds invested by the Khujand Water Company. The loan would be backed by a sovereign guarantee from the Republic of Tajikistan.
EBRD Finance
Sovereign guaranteed loan of up to US$ 1.2 million (€ 1.0 million) to Sogd Province.
Project Cost
Total project costs are estimated at US$ 4.2 million (€ 3.35 million).
Environmental Impact
The project has been screened B/1. The project offers the opportunity to improve drinking water management of the City of Khujand by providing reliable and sufficient water supply through reduction of water leakages. The project will also help to reduce energy consumption. Environmental due diligence was carried out as a part of the Feasibility Study.
Technical Cooperation
Pre-Final Review:
- Feasibility study including a review of the proposed investment programme and an environmental assessment.
- Restatement of accounts of the Khujand Water Company in accordance with
- International Financial Reporting Standards.
- A Social Assessment to review social conditions, affordability, and willingness-to-pay.
Post signing:
- Assistance to prepare and implement a Financial and Operational Performance Improvement Programme for the Company.
- Assistance to prepare the final designs and tender documents and to support the Project Implementation Unit.
- A Stakeholder Participation Programme to: encourage greater public participation in the delivery of water services, ensure poverty and subsistence issues are reflected in tariff reform, and, promote water conservation.
