Purpose of the Environmental and Social Impact Assessments

The proposed project comprises a EUR 3.5 million sovereign loan, co-financed by a capex grant of EUR 3.5 million from NIF. The project will comprise of building of EU compliant regional landfill in Hrzdan (Kotayk region) with relevant infrastruction and equisition of vehicles, bins and equipment for waste management, tendering out of waste collection in a transparent manner to private companies and creation of a landfill management company (the “Company”), operating as a commercially sustainable unit; closure of non-compliante dumpsites (not part of the project – just monitored by the Bank).

The company will service 7 municipalities of Kotayk region and Sevan city. Potential transition impacts are: Operational Improvement, Commercialisation of the company; Signing Public Service Contract between participating municipalities and the company; adoptoion of full cost recovery principle; Institutional building - supported by technical co-operation services provided to assist participating municipalities to establish a commercially driven solid waste management company; Potential for private sector participation in waste collection; the project, being the first co-operation between the EBRD and Armenian municipality in the solid waste sector, has a demostration effect setting an example for future co-operation to structure financing of solid waste projects.
