Project Description
The EBRD is considering a long-term loan to finance the upgrade of the wastewater collection and transportation infrastructure to allow further urban development and construction of affordable housing in the new district of the City.
Transition Impact
The Project will support institutional strengthening and tariff reform drawing on success of the previous EBRD funded projects. The Project will support sustainable development of urban engineering infrastructure and contribute to development of a transparent full-cost recovery tariff policy for municipal water and wastewater services through introduction of connection charges to finance strategic infrastructure investments for urban development on the basis of a multi-year tariff framework.
The Client
Surgut Municipal Unitary Enterprise “GorVodokanal” (the “Company”), a water and wastewater operator owned by the city of Surgut, responsible for provision of water and wastewater services to the city residents.
EBRD Finance
Long term loan facility to the Company of up to RUB 1,600 million (~ EUR 35.6 million).
Project Cost
Total project cost: RUB 2,022 million (~ EUR 44.9 million).
Environmental Impact
Screened B in accordance with the EBRD’s 2008 Environmental and Social Policy. The project involves an upgrade of the wastewater collection infrastructure for the existing Client, and it is expected to further improve operating efficiency and environmental standards on the wastewater collection services in the City of Surgut. The environmental and social due diligence will need to establish compliance with the relevant Performance Requirements (PRs). It will include a review the current status of the existing facilities by means of an environmental and social review, and will assess the environmental and social benefits and impacts of the proposed project components by means of an analysis. An Environmental & Social Action Plan (ESAP) will need to be prepared based on the outcomes of the due diligence, and a Stakeholder Engagement Plan (SEP). The environmental and social due diligence will be carried out prior to Final Review.
