Purpose of the Environmental and Social Impact Assessments

The proposed project consists of the construction of a new, state of the art 330 ktpa PVC manufacturing facility. This plant will consist of a membrane electrolysis unit, a vinyl chloride monomer unit, a poly-vinyl-chloride suspension and emulsion unit, storage and auxiliary facilities. The new PVC plant will be located in Kstovo, near Nizhny Novgorod, next to Lukoil’s existing oil refinery and petrochemical plant at a former animal fodder production (BVK) and oil product storage (Logistika) site.

The construction of the PVC plant is to be initiated in 2008 and is expected to be completed in 2010. The PVC plant will be designed to meet all Russian and EU environmental standards, inclusive of European Union Integrated Pollution, Prevention and Control (“IPPC”) requirements.

The intention of the project is to provide significant environmental benefits, particularly with respect to improving air quality and reducing health hazards.
