Purpose of the Environmental and Social Impact Assessments
In 2009 EBRD provided a long term senior loan of EUR 150 Million to co-finance the construction of E80 motorway, which forms part of the larger Trans-European Corridor X project in Serbia. In 2012, the Bank approved the use of loan savings in the amount of EUR 20 million for the construction of parallel access road Bela Palanka – Ciflik - Pirot. In 2018, the Bank approved the use of additional EUR 54.3 million of loan savings to include rehabilitation of sections on E-75, improvement of Batajnica interchange, construction of Gramadje interchange, construction of new regional motorway control center in Nis, and rehabilitation of minor roads which connect to Corridor X Nis – Dimitrovgrad.
The sub-projects from the loan savings are deemed to be Category B. A full EIA procedure under Serbian law is not required for any of the new road sections and the project has been structured to meet the Banks PRs. A specific Land Acquisition and Resettlement Framework (LARF) has been developed for this project as has a Stakeholder Engagement Plan (SEP) both of which are available below.
