Purpose of the Environmental and Social Impact Assessments
The EBRD is considering providing financing to Relax Wind Park I Sp. z.o.o. (“Relax I”), a special purpose vehicle, controlled indirectly by EDP Renováveis, S.A. (“EDPR”) for the construction and operation of a 120MW wind farm located in the Margonin region of North West Poland. The Project will assist Poland in increasing its renewable energy capacity to meet EU’s green energy quotas. The Bank is providing financing for the first two wind farm projects in the region of a total capacity of 120 MW. This wind farm full commissioning expected during the first quarter of 2010 and will comprise:
- Margonin Zachód wind farm, where 11 wind turbines of a capacity 2 MW each and total capacity 22 MW already installed;
- Margonin Wschód wind farm, where 49 wind turbines of a capacity 2 MW each and a total capacity 98 MW already installed.
The project is a first stage of a larger development planned by the Company in the same area. The further development of the project assumes:
- installation of 60 wind turbines, 1.5 MW each, i.e. 90 MW in total, in the Gołancz commune
- installation of 5, 1.5 MW wind turbines of a total capacity 7.5 MW in Gołancz commune
- installation of 31 wind turbines in the Wagrowiec commune
After ultimate completion, the wind farms operated by the company in the area will have a total capacity of 240 MW. Due to the cumulative impacts of the project and use of shared infrastructure, the ESIA disclosure package considered the cumulative impact of the future full development..
EDPR is the world’s fourth largest wind energy company with installed capacity with 5,052 MW (gross) capacity at year-end 2008 (four times the 2005’s capacity). EDPR has an active presence in six European countries (Portugal, Spain, France, Belgium, Poland and Romania), United States (43% of EDPR’s installed capacity) and Brazil.
The Project is being developed by Relax Wind Park I Sp. z o.o. controlled by EDP Renováveis, S.A. (“EDPR”) through its subsidiary for European operations- Nuevas Energias del Occidente, S.L. (“NEO Energia”). The Project is being developed in partnership with Buttero Holding Limited (“Buttero) a company representing Polish private investors.
