Purpose of the Environmental and Social Impact Assessments
The European Bank for Reconstruction and Development is considering providing a loan of EUR 80 million to EPS as part of a wider EUR 140 million Environmental Improvement Project at the Kolubara mine basin.
The proposed loan, together with potential EUR 60 million co-financing from KfW, will fund the purchase of (1) a coal excavator, conveyor and spreader system at a new section of the Kolubara lignite basin, (2) a spreader system at an existing mine and (3) a coal management system for the whole Kolubara mining operations. These three components are closely integrated and interdependent. Once implemented, the Project will have three key benefits:
- MB Kolubara will extract its resource more efficiently and cleanly. Currently lignite is discarded because it is mixed in with overburden and interburden; this is wasteful and creates environmental problems both because it increases the volume of overburden to be disposed and because it spontaneously combusts giving rise to uncontrolled fires on the overburden dumps.
- MB Kolubara will supply lignite to its existing client power plants that is of a uniform quality. This will allow those plants to generate in accordance with their design parameters, leading to more stable and efficient operation. It will also allow those plants to stop using heavy fuel oil when lignite quality is too low. Taken together this will result in lower levels of CO2 and other emissions as well as reduced wear and tear and maintenance costs.
- It will allow MB Kolubara to meet the contractual commitments it will assume under the lignite supply agreements proposed IPPs.
