Purpose of the Environmental and Social Impact Assessments
AD Elektrani na Makedonija (ELEM) is the 100% state-owned electric power utility of FYR Macedonia responsible for power generation. ELEM is planning to construct a 70MW hydro power plant, Boskov Most (the Project), near Debar in western FYR Macedonia. The European Bank for Reconstruction and Development (EBRD) is considering providing a sovereign-guaranteed loan of up to EUR 65 million that, along with a EUR 42 million equity investment by ELEM, would fund the construction of the Project.
The project will support the development of renewable energy by providing new clean capacity in a country and a region with serious capacity shortages and high levels of carbon intensity.
