Purpose of the Environmental and Social Impact Assessments
The European Bank for Reconstruction and Development (EBRD, “the Bank”), is considering financing of the construction and operation of a new cement dry process line Krasnoyarsk cement plant. The Plant is a part of the OJSC Holding Company Sibirskiy Cement (SibCement), the largest producer of cement in the Siberian Federal District and the second-largest in Russia.
The EBRD project involves a loan to the existing Krasnoyarsk plant to finance construction of a dry-line and replacement of one of the existing wet lines, installation of a ball coal mill, and implementation of other improvements to the production process (new special clinker silo, improvement of the transportation system).
The replacement of the existing wet process line with a state-of-the-art dry line will have significant environmental benefits. The project will allow for the update of the plant and improve the local air quality, as well as allow for lower carbon emissions per ton of product. The project will also include new conveyors systems to limit heavy duty traffic going through residential areas.
