Project description

The Loan proceeds will support the Borrower’s expansion of operations at the existing Shalkiya zinc-lead mine located in the Kyzylorda region of Kazakhstan, as well as the construction of a 4 million tonnes per annum processing plant at the site.

JSC Shalkiya Zinc LTD (the “Borrower”), a 100% subsidiary of Tau-Ken Samruk (“the Sponsor”), National Mining Company of Kazakhstan.  The Sponsor is 100% owned by Samruk-Kazyna National Welfare Fund of Kazakhstan.

The key to the successful redevelopment of the mine is a new concentrator which will be constructed on site using modern technology replacing the need to truck ore to the old and more remote Kentau plant (built in 1963).

The Project is an integral part of the privatization process for Sponsor declared by the Government of Kazakhstan.  According to the law, the Sponsor and the Borrower are included in the list of state assets to be privatised by 2020.

The Project will also have gender and inclusion components which among other things will strengthen equal opportunities for women to access employment and skills. This work will be supported through an additional integrated policy dialogue approach to support the Government of Kazakhstan to reduce legal and regulatory barriers and expand legal awareness for women’s equal access to the labour market.
