Luxembourg is a founding member of the EBRD and an important contributor to the Bank's work.

To date, Luxembourg has provided around €51 million in donor funds to various EBRD initiatives.

Through its dedicated TC fund, Luxembourg contributes to legal transition and policy dialogue programmes, financial sector development, gender equality, social inclusion, agribusiness, and energy and environmental sustainability. Luxembourg is also a contributor to various multi-donor funds such as the Sustainable Infrastructure Fund (SIF), the Small Business Impact Fund (SBIF) and to the European Western Balkans Joint Fund (EWBJF).

Luxembourg is an important source of foreign direct investment in the EBRD’s countries of operations. The value of the joint investment stood at €7.24 billion as end of February 2023. EBRD finance accounted for €5.16 billion and Luxembourg investment accounted for €2.08 billion.

The joint investment has been across the EBRD’s region in various countries: regionally, Türkiye, Ukraine, and Hungary.

Broken down by industry, the joint investment has been in industry, commerce and agribusiness, sustainable infrastructure, and financial institutions.

Luxembourgian banks are also involved in the Trade Facilitation Programme, through which the EBRD guarantees the payment of trade finance instruments issued by banks in its countries of operations to foreign confirming banks. Since inception, the TFP has supported 87 export and import transactions for Luxembourgian companies for a total € 84.34 million, for transactions which were initiated by banks in the EBRD countries of operation and confirmed by banks in both Luxembourg and abroad. One Luxembourgian bank has joined the programme as Confirming Banks (all figures as of December 2022).

From 2018 to 2022, entities from Luxembourg won 30 consultancy contracts worth € 557,000.00.
