
Luxembourg is a founding member of the EBRD and an important contributor to the Bank's work.

Through its dedicated TC fund, Luxembourg contributes to legal transition and policy dialogue programmes, financial sector development, gender equality, social inclusion, agribusiness and energy and environmental sustainability. Luxembourg is also a contributor to various multi-donor funds such as the Early Transition Countries Fund (ETCF), the Small Business Impact Fund (SBIF) and to the European Western Balkans Joint Fund (EWBJF).
Luxembourg is an important source of foreign direct investment in the EBRD’s countries of operations. The value of joint Luxembourg-EBRD investment stood at €7.45 billion as of end February 2020. EBRD finance accounted for €4.98 billion of this total and Luxembourg investment accounted for €2.47 billion.
The joint investment has been in regional projects, followed by Ukraine and Hungary. Broken down by industry, the joint investment has been in in industry, commerce and agribusiness, followed by energy, infrastructure, and financial institutions.
Luxembourgian banks are also involved in the Trade Facilitation Programme, through which the EBRD guarantees the payment of trade finance instruments issued by banks in its countries of operations to foreign confirming banks. Through the Programme, the EBRD has supported 44 export and import transactions of Luxembourgian companies totalling €20.5 million.
