Project Description

The Bank is considering a loan facility to be used to provide solid waste collection and transportation equipment (special-purpose trucks, compactors, containers, etc.) under financial leases to small and medium size municipalities. The financial leasing scheme will target such end users as municipal companies or private operators competitively selected by municipalities The Project will promote innovation through a leasing product suited to the needs and financial capacity of small and medium municipalities.

Transition Impact

The transition impact potential comes from:

(i) supporting the expansion of a private company in a leasing market niche that currently remains off the radar of the leasing companies owned by the large state banks;
(ii) setting higher standards in governance and procurement, including the cost effectiveness and quality of competitively and transparently procured assets by municipalities.

The Client

ZAO Kommunalnie Mashiny –Leasing (“KM-Leasing” or the “Company”) is a subsidiary of Eco-Sistema group, one of the largest interregional private solid waste management operators in Russia with core businesses in collection, transportation and processing of solid waste. The Company provides leasing of solid waste transportation vehicles and other specialised equipment to the Group and outside clients.

EBRD Finance

Up to RUB 190 million (~EUR 4.35 million) senior loan.

Up to RUB 190 million (~ EUR 4.35 million).

Environmental Impact

Categorised FI. KM Leasing is required to comply with EBRD’s PRs 2 and 9, implement the EBRD E&S Procedures for Leasing and provide the Bank with annual environmental and social reporting on the implementation of the PRs.
