Implementing Energy Information Management Systems in Serbian railways

EBRD loans and CEI funded technical assistance are helping the Serbian railways to modernise the company and improving its energy efficiency.

Inter-regional, well-functioning infrastructure is key for the development and regional integration of the Western Balkan countries. In the last two years the EBRD has provided two loans (of €100 million each) to Zeleznice Srbije (ZS), the Serbian railways company, in order to support its modernisation programme. To further Serbian transport sector reform, through the CEI Trust Fund at the EBRD, Italy is funding a technical cooperation (TC) project which will help ZS implement an integrated Energy Management Information System (EMIS).

Monitoring and optimising energy use

The main purpose of the Bank’s project is to provide ZS with the technical information and tools to gradually improve the process of monitoring the use of natural resources (mainly energy ones) across its operations, and to utilise the related information to improve efficiency, reduce operational costs and improve overall control of environmental impact.

This TC assignment, funded with a €250,000 grant, serves two main purposes. First, it assesses the impact of the replacement of rolling stock. Second, it reviews areas for energy-saving measures including the improvement of organisational arrangements. Ultimately, the assignment will help ZS to improve its control of energy use and of its environmental impact, to improve efficiency of operations, and to introduce tools for superior planning of future investments.

The implementation of an integrated EMIS is required to improve the overall monitoring of energy use. The assignment also includes an analysis of the feasible solutions for integrating the regenerative breaking systems (which will equip new rolling stock) into the electric infrastructure of ZS. The envisaged integrated EMIS will be a strategic tool supporting the organisational restructuring and the overall effort of ZS to improve its resource management and environmental impact.
