Consulting Services for Project Management Consultant for Sisian – Kajaran Road Investment Project

Request for Expression of Interest (REOI)

The ‘North-South Road Corridor’ (“NSRC”) is a major infrastructure project aiming to the Southern border of Armenia with its Northern point by means of the 556 km-long Meghri-Yerevan-Bavra highway, which shall be developed to a high international standard. Construction of Sisian-Kajaran Road, a part of the NSRC, is divided into (i) a 24 km Southern section to be financed by the European Bank for Reconstruction and Development (“EBRD”), European Investment and the Government of Armenia; (ii) Bargushat Tunnel expected to be financed by the Government of France and the Government of Armenia; and (iii) Northern section to be financed by the Asian Development Bank (“ADB”), the European Investment Bank and the Government of Armenia. The implementing agency for the Project is the Road Department Fund (the “Client”).

To support to the Client to effectively implement all sections of the entire project co-financed by multiple financiers, the stakeholders have agreed to co-financed a Project Management Consultant (the “PMC”). The financiers further agreed that the PMC services shall be procured in accordance with the procurement rules of the ADB.

The Client now invites eligible consulting firms to indicate their interest in providing the PMC services. Please refer to the ADB website for the Expression of Interest (“EOI”) document and further relevant information:

All enquiries with regard to the PMC assignment and the EOI shall be addressed to the Client. EBRD will not respond to any enquiries in relation to the PMC selection and the EOI.
