Serbia – Broadband implementation plan
During 2018, LTT successfully delivered a comprehensive and innovative broadband implementation plan with detailed recommendations on legal and regulatory changes and wide-ranging technical and financing models designed to help accelerate the roll-out of broadband infrastructure across the country. The plan will enable this by identifying commercial and non-commercial areas for broadband deployment, allowing private and public investment to be better directed towards the appropriate target projects (private sector alone to commercial projects, state support for non-commercial projects) The output, endorsed by the Ministry for Trade Telecommunications and Tourism, will form part of the National Broadband Policy and will feed into a new broadband law. When implemented, this plan will drive widespread availability of affordable, quality internet connectivity for consumers, businesses and government;
Georgia - Harmonisation of the ICT legal framework
During 2018, LTT successfully completed a 2-year long technical cooperation project supporting the government in the harmonisation of law, regulation and practice in the ICT and audio-visual sectors. As part of this TC, texts of relevant laws, regulations and guidelines have been approved for implementation or, where amendment of primary law is involved, submission to parliament with approval expected in 2019. Effective implementation of these instruments should result in a more attractive sector environment and lead to new and accelerated investment, from new or existing investors. This investment should, in turn, sustain or increase competition and innovation in the sector, driving more widespread availability of affordable, quality internet connectivity for consumers, businesses and government;
Uzbekistan – Modernisation of the ICT sector
During 2018, LTT successfully delivered a comprehensive report reviewing and making recommendations on the modernisation of law, regulation and practices in the ICT sector to the Ministry for ICT Development. This TC was initiated to support the re-engagement of the Bank in the ICT sector in the country, as part of the relaunch of EBRD operations there.
