AUtomated fare collection system (Design, Build and Maintain Contract)

This Invitation for Prequalification follows the General Procurement Notice for this project which was published on the EBRD website, Project Procurement Notices (http://www.ebrd.com/work-with-us/procurement/p-pn-170329a.html) on 29 March 2017.
Lviv Communal Enterprise "LVIVAVTODOR", hereinafter referred to as “the Client”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development, hereinafter referred to as “the Bank”, towards the cost of Lviv Automated Fare Collection system (hereinafter referred to as AFC).
The Client intends prequalifying firms and consortia to tender for the following contract(s), hereinafter referred to as “the Contract”, to be funded from part of the proceeds of the loan.
The Project will develop, supply, implement and maintain automated fare collection system for Lviv. The proposed project contract is anticipated to require the procurement of the following goods, works and services:
- sets of equipment required for payment for travel and validation of electronic tickets on 965 transports units (725 buses, 130 trams and 110 trolley buses);
- supply of ISO/IEC 14443 (and its modifications) - compliant smartcard readers;
- supply of ISO/IEC 14443 (and its modifications) - compliant smartcards;
- supply of hand-held checking devices;
- supply of ticket retailing and customer support equipment, management information applications;
- supply of a back-office system for all the above;
- integration with existing telecommunications systems to provide fixed-line and wireless communication within ticketing system.
Please note that the above figures are estimates only, as due to the special features of transport services, accurate figures cannot be provided at this stage.
The estimated time schedule for the contract: the implementation period is expected to last 2 years. The contract also includes maintenance of the system.
Location: Lviv and suburban municipalities outside of the administrative boundaries of Lviv.
Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures and/or consortia of firms from any country.
Prequalification documents may be obtained from email below upon the appropriate request and dispatched electronically in PDF format free of charge. No liability can be accepted for their loss or late delivery.
The prequalification documents must be duly completed and delivered to the address below, on or before 17 July 2017 10:00 am Kyiv time (GMT+2). Documents which are received late may be rejected and returned unopened.
