This Invitation for Prequalification follows the General Procurement Notice for this project which was published on the EBRD website, Project Procurement Notices on 01.04.2016

PE Macedonian Railways Infrastructure Skopje (PEMRI), hereinafter referred to as “the Client”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development, hereinafter referred to as “the Bank”, towards the cost of Rail Corridor VIII, Second Section, Beljakovce – Kriva Palanka.

The Client intends prequalifying firms and consortia to tender for the following contract, hereinafter referred to as “the Contract”, to be funded from part of the proceeds of the loan:

The construction of new and the completion of pre-existing works (except electrification) for a single track railway line between Beljakovce and Kriva Palanka, from km 30+957.00 to km 64+942.01, which corresponds to an overall length of approximately 34 km.

The railway line from Beljakovce to Kriva Palanka is the second section of the Eastern part of RC VIII, which stretches from Kumanovo until the Bulgarian border. It follows the valley of the Kriva River and is located at the hillside, 30-50m above the river level.  It is a mixed traffic route, i.e. passenger and freight. The section includes two stations for passenger and freight use and three halts:

Construction works on this line commenced in 1996 and were halted in 2004. The greater part of the railway embankments, cuts and the majority of the structures (bridges, underpasses, culverts, retaining walls etc.), have been constructed almost to their final dimensions.  Many railway and road bridges either remain unfinished or are not even constructed. The same applies to tunnels, although the new railway alignment traverses the existing road network at several locations, all respective under-/overpasses are yet to be constructed. The relocation of the most of the existing infrastructure (long distant power lines, waters supply, sewerages, pipelines etc.) has already been carried out.

The new railway lines shall be electrified in the future (Overhead Contact Line System and Traction Power Substation of Kratovo, not part of this Works Contract).

All works shall be designed by the Client with the exception of the Signalling and Telecommunication works; the detail design shall form part of this contract which shall be elaborated from the concept design provided by the Client.

This Works Contract, which will not be subdivided into lots, consists of the following main elements:
 

Earth works: approx. 1,260,000 m³

Tracks incl. ballasting (main line): 34 km

Tracks incl. ballasting (stations): 5.5 km

Road network: approx. 10.2 km

Design and installation of Signalling and telecommunication (main line & stations): 34 km

Railway bridges: (total length approx. 4.6 km, partly constructed) 29 pcs

Road overpasses: (total length approx. 200 m) 6 pcs

Road underpasses (partly constructed): 3 pcs

Tunnels: (total length approx. 3.5 km, partly constructed) 15 pcs

Culverts (partly constructed): approx. 130 pcs

Retaining walls: (total length approx. 2.3 km, partly constructed) approx. 33 pcs

Platforms: 10 pcs

Passenger buildings:  2 pcs

Other buildings and structures (S&T, Cargo, tunnels technical, canopies): 16 pcs

Envisaged time for construction: 40 months from commencement

 

The design of the railway line allows for its electrification and also includes a Traction Power Substation at the area of Kratovo Station. The electrification is not part of this Works Contract.

Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country.

Prequalification documents may be obtained from the office at the address below upon payment of a non-refundable fee of Euro 100 or equivalent in a convertible currency.

The prequalification documents must be duly completed and delivered to the address below, on or before 22.07.2016, 12:00h local time. Documents which are received late may be rejected and returned unopened.
