Contract: Urban regeneration of the public spaces within residential blocks in the districts Alfa, Faleza Mureș, Confecții, Micălaca, Vlaicu and City Centre, including the protected area in the City of Arad

This Invitation for Tenders follows the General Procurement Notice for this project which was published on European Bank for Reconstruction and Development (the Bank) website, Procurement Notices (www.ebrd.com) on 21 Jul 2017

The City of Arad, hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the Bank towards the cost of completion of the Project “Urban regeneration of the public spaces within residential blocks in the districts Alfa, Faleza Mureș, Confecții, Micălaca, Vlaicu and City Centre, including the protected area in the City of Arad”

The Employer now invites sealed tenders from contractors for the following Contracts to be funded from part of the proceeds of the loan:

1. Lot I – Alfa District. The works shall be carried out in 14 residential sections of Alfa District and include: parking spaces – 39531 m2 pavements - 10417 m2 storm water drainage system - 2502.15 m; drainage gullies - 140 pcs; manholes - 119 pcs; horizontals markings - 1550 m; transverse markings - 690 m2; poles 139 pcs; vertical signalling - 173 pcs; green areas - 28,389 m2; 3 playgrounds. Two Fast Park structures shall also be built in order to provide the district with a significant number of parking spaces by creating multilevel structures and by clearing the public spaces affected by chaotic car parking and returning them to the public as pedestrian paths, cycle lanes and green spaces.A total surface of 78,337 m2 shall be improved by these works. The works contract duration shall be 730 days from the commencement order issuing date.

2 Lot II- Confectii District The works shall be carried out in 8 residential sections of Confectii District and include: parking spaces – 9876 m2 pavements - 1538 m2 storm water drainage system - 409.5 m; drainage gullies - 33 pcs; manholes - 22 pcs; horizontals markings - 490 m; transverse markings - 385 m2; poles 39 pcs; vertical signalling - 74 pcs; green areas - 4660 m2; 1 playground. A total surface of 11,880 m2 shall be improved by these works. The works contract duration shall be 730 days from the commencement order issuing date.

3 Lot III- Right Side of Vlaicu District The works shall be carried out in 23 residential sections of Right Side of Vlaicu District and include: parking spaces – 23379 m2 pavements - 10493 m2 storm water drainage system- 1416 m; drainage gullies - 99 pcs; manholes - 71 pcs; horizontals markings - 650 m; transverse markings - 689 m2; poles 91 pcs; vertical signalling - 46 pcs; green areas - 4973 m2. A total surface of 38,845 m2 shall be improved by these works. The works contract duration shall be 730 days from the commencement order issuing date.

4 Lot IV- Left Side of Vlaicu District The works shall be carried out in 12 residential sections of Left Side of Vlaicu District and include: parking spaces – 16143 m2 pavements - 949 m2 storm water drainage system- 584.85 m; drainage gullies - 43 pcs; manholes - 30 pcs; horizontals markings - 500 m; transverse markings - 746 m2; poles 58 pcs; vertical signalling - 71 pcs; green areas - 5046 m2. A total surface of 22,138 m2 shall be improved by these works. The works contract duration shall be 730 days from the commencement order issuing date.

5 Lot V- MICALACA 100-200 District The works shall be carried out in 25 residential sections of Micalaca 100-200 District and include: parking spaces – 34403 m2 pavements - 4768 m2 storm water drainage system- 2469.6 m; drainage gullies - 136 pcs; manholes - 100 pcs; horizontals markings - 1900 m; transverse markings - 1652 m2; poles 110 pcs; vertical signalling - 191 pcs; green areas - 4899 m2. Two Fast Park structures shall also be built in order to provide the district with a significant number of parking spaces by creating multilevel structures and by clearing the public spaces affected by chaotic car parking and returning them to the public as pedestrian paths, cycle lanes and green spaces.

A total surface of 44,070 m2 shall be improved by these works. The works contract duration shall be 730 days from the commencement order issuing date.

6 Lot VI- MICALACA 300 District The works shall be carried out in 10 residential sections of Micalaca 300 District and include: parking spaces – 21332 m2 pavements - 2122 m2 storm water drainage system- 1498.35 m; drainage gullies - 125 pcs; manholes - 79 pcs; horizontals markings - 1140 m; transverse markings - 894 m2; poles 70 pcs; vertical signalling - 118 pcs; green areas - 5828 m2; 1 playground. Three Fast Park structures shall also be built in order to provide the district with a significant number of parking spaces by creating multilevel structures and by clearing the public spaces affected by chaotic car parking and returning them to the public as pedestrian paths, cycle lanes and green spaces.

A total surface of 29,282 m2 shall be improved by these works. The works contract duration shall be 730 days from the commencement order issuing date.

7 Lot VII- MICALACA 500-700 District The works shall be carried out in 17 residential sections of Micalaca 500-700 District and include: parking spaces – 33921 m2 pavements - 5681 m2 storm water drainage system- 2282.7 m; drainage gullies - 121 pcs; manholes - 94 pcs; horizontals markings - 1040 m; transverse markings - 1268 m2; poles 119 pcs; vertical signalling - 196 pcs; green areas - 8079 m2; 1 playground. One Fast Park structure shall also be built in order to provide the district with a significant number of parking spaces by creating multilevel structures and by clearing the public spaces affected by chaotic car parking and returning them to the public as pedestrian paths, cycle lanes and green spaces.

A total surface of 47,681 m2 shall be improved by these works. The works contract duration shall be 730 days from the commencement order issuing date.

8 Lot VIII - City CENTRE The works shall be carried out in 11 central sections of City Centre – Protected Area and include: parking spaces – 22555 m2 pavements - 2153 m2 storm water drainage system- 1613.85 m; drainage gullies - 105 pcs; manholes - 76 pcs; horizontals markings - 360 m; transverse markings - 336 m2; poles 40 pcs; vertical signalling - 52 pcs; green areas - 2778 m2. A total surface of 27,486 m2 shall be improved by these works. The works contract duration shall be 730 days from the commencement order issuing date.

Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a Contract, and subject to further provision in the Section III of the tender Documents, the tenderers must satisfy the minimum criteria:

- The Tenderer must not:

- be in bankruptcy,

- be in insolvency or in liquidation proceedings,

- have the assets administered by a liquidator or by the court of law or 

- have the commercial activity suspended or in any other similar situation which results from a similar procedure according to the laws and national regulations.

-Minimum average annual turnover calculated as total certified payments received for contracts in progress or completed, within the last five (5) years for each Lot is:

Lot I-  11,500,000 EURO      

Lot II-  1,600,000 EURO        

Lot III- 4,300,000 EURO       

Lot IV- 2,500,000 EURO       

Lot V- 12,500,000 EURO    

Lot VI- 12,000,000 EURO   

 Lot VII- 7,000,000 EURO      

 Lot VIII- 4,000,000 EURO    

  • The Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet:

Lot I-  1,300,000 EURO      

Lot II-  178,000 EURO        

Lot III- 482,000 EURO        

Lot IV- 282,000 EURO       

Lot V- 1,400,000 EURO

  • General Experience

Experience under contracts in the role of contractor for the last 5 (five) years prior to the tender submission deadline, and with activity in at least nine (9) months in each year. 

  • Specific Experience

- participation as contractor in at least 3 (three) contracts in the last 5 (five) years which show that he has a minimum experience in the following main activities as follows:

LOT 1

Building/rehabilitation/major repairs of urban roads (streets) in area of min. 39,000 sqm.

Building / rehabilitation of sewerage network, associated to rehabilitation of roads, with a length of min. 2,500 m.

metallic constructions: min. 380,000 Kg

LOT 2

Building/rehabilitation/major repairs of urban roads (streets) in area of min. 9,000 sqm.

Building / rehabilitation of sewerage network, associated to rehabilitation of roads, with a length of min. 400 m.

LOT 3

Building/rehabilitation/major repairs of urban roads (streets) in area of min. 23,000 sqm.

Building / rehabilitation of sewerage network, associated to rehabilitation of roads, with a length of min.1,400 m.

LOT 4

Building/rehabilitation/major repairs of urban roads (streets) in area of min.16,000 sqm.

Building / rehabilitation of sewerage network, associated to rehabilitation of roads, with a length of min. 600 m.

LOT 5

Building/rehabilitation/major repairs of urban roads (streets) in area of min. 34,000 sqm.

Building / rehabilitation of sewerage network, associated to rehabilitation of roads, with a length of min. 2,500 m.

metallic constructions: min 280,000 Kg

LOT 6

Building/rehabilitation/major repairs of urban roads (streets) in area of min. 21,000 sqm.

Building / rehabilitation of sewerage network, associated to rehabilitation of roads, with a length of min 1,500 m.

metallic constructions: 590,000 Kg

LOT 7

Building/rehabilitation/major repairs of urban roads (streets) in area of min. 34,000 sqm.

Building / rehabilitation of sewerage network, associated to rehabilitation of roads, with a length of min. 2,300 m.

metallic constructions: min. 140,000 Kg

LOT 8

Building/rehabilitation/major repairs of urban roads (streets) in area of min 23,000 sqm.

Building / rehabilitation of sewerage network, associated to rehabilitation of roads, with a length of min. 1,600 ml.

 

Tender documents may be obtained free of charge in electronic version from the office at the address below upon submission of a written request (by email, post or fax) providing the following information:

  • the name and address of the company intending to submit a tender;
  • the name, tile, phone, phone, fax and email address of the person responsible on behalf of the company for this tender;
  • the email address where the tender documents in electronic format shall be sent, and
  • any alternative email where the tender documents and further correspondence related to this tender shall be sent.

Upon receiving written request including all the above mention the documents will be promptly dispatched to the email address(es) indicated in the request. The prpospective tenderer shall be responsible for the correctness of the e-mail address and the capacity to receive tender documents on electronic format.

Lot II-  21,000 EURO

The Tender Security shall be in form of unconditional demand bank guarantee and be in the format included in the Section IV Tender From. The issuing bank of the tender security shall have a minimum credit rating of Baa3 by Moody’s or equivalent by Finch and S&P.

Tenderers Securities denominated in RON will be also accepted. For calculating the equivalence in RON of the amounts indicated in EURO above, the exchange rate of the Romanian National Bank valid 28 days prior to deadline for submission of tenders shall be used.

A separate Tender Security shall be sent for each lot. Combined Tender Securities for more lots will not be accepted.

Tenders must be delivered to the office at the address below on or before 15.01.2018, 12:00 (local time). The open of the tender shall be on 15.01.2018, 12:30 (local time) in the presence of those tenderers’ representatives who choose to attend.
