The EBRD’s TurnAround Management (TAM) and Business Advisory Services (BAS) Programme consists of complementary schemes that aim to help private enterprises to adapt to the demands of a market economy. While TAM has a broad approach focusing on substantial managerial and structural changes within the company, BAS supports projects with narrowly defined objectives and a rapid pay-back.

 | Mortgages in transition economies
Mortgage activity in the transition countries is booming. But with growth comes change, and transition countries not only need to ensure a suitable legal environment for established forms of mortgage, but also to have in place rules and institutions that are sufficiently adapted to the latest market techniques. This publication draws on an EBRD survey of mortgage laws in 17 transition countries, giving a comparative overview of progress made so far towards developing an efficient mortgage system and weaknesses that still exist. It also provides broad recommendations on the legal basics for an efficient mortgage system.

The survey provides a unique insight into how the transition has affected people’s everyday lives and attitudes. Are they happier now than they were in 1989? Have their living standards improved or deteriorated and what are their expectations for the future?
