Abstract
Over the past year, the Bank has conducted a scenario planning exercise to try to identify and probe some of the main factors that might influence the future of the EBRD region over the next 20 years. The project began by polling participants at the Annual Meeting in May 2006 to determine what they saw as the most important, worrisome, optimistic, recognized or unrecognized trends that could affect the region. After discussion and debate, the business people, bankers, policymakers, NGOs and other who participated voted on a shortlist of key issues. The EBRD - along with the consultant, Outsights - subsequently picked four drivers of change to examine further: demography and migration, the environment, technology, and the influence of China.
This report includes the research and findings that emerged from a series of discussions over the year with many people from across the Bank - members of the Board of Directors, economists, bankers, lawyers, evaluation and environmental experts, senior management, and other colleagues who expressed interest in the process. Their perspectives, as well as the input of international specialists in each of these fields, were the basis of a lively presentation and discussion that concluded the process at the 2007 Annual Meeting.
