SOUTH-WEST CORRIDOR ROAD PROJECT [Procurement Notice]

Project description
and objectives:

The EBRD is considering making a loan for the rehabilitation and upgrading of the 102 km road section between the Russian border and the city of Aktobe, which is part of “Western Europe – Western China” Corridor.

The project is part of the Government’s effort to upgrade the western Europe – western China international transport corridor. Other road sections of this corridor will be rehabilitated by attracting parallel financing from the World Bank, Asian Development Bank, Islamic Development Bank and Kazakhstan. Improvement of this corridor will facilitate the transit of goods and passengers between Kazakhstan, China, Russia and Europe and develop regional integration.

Transition impact:

The transition impact of the proposed Project is derived from its support of the Government of Kazakhstan efforts to widen private sector involvement in the road sector and increase its effectiveness.

The two specific transition objectives of the Project are:

(i) preparation and launch of the first road sector PPP following international best practice; and

(ii) in the area of routine and winter maintenance contracting, introduction of service level agreements to promote further the development of client – supplier relationships in the road sector, and preparation of the sector for the introduction of performance-based maintenance contracts.

The client:

The Borrower is the Republic of Kazakhstan. The Project will be implemented by the Committee for Roads at the Ministry of Transport and Communications.

EBRD finance:

Estimated USD 180 million.

Total project cost:

Estimated USD 207 million.

Environmental impact:

Screened B/1, requiring an Environmental and Social Impact Analysis, including an environmental review of the existing road. The investigations undertaken to date have showed that the project involves the rehabilitation and upgrading of the existing road by mainly following the existing alignment, except at seven locations where horizontal realignments are proposed to improve safety conditions. At five of these locations, minor horizontal realignments, each generally less than 1 km in length would be made to improve safety conditions by taking out sharp, substandard curves. The proposed section of road upgrade to a Category 1 standard with four lanes has a length of a maximum of 9 km. This would involve widening the existing road cross-section to 15 m. Other realignments totalling around 16 km in length are proposed to provide grade separated railway crossings at two more locations.

Based on the expert's preliminary findings, the environmental or social impacts resulting from the proposed road improvement and rehabilitation project would not be significant since the majority of the rehabilitated road would follow the existing alignment and the rehabilitation and upgrading works can be carried out within the existing 130 m wide government owned right-of-way. Based on the proposed changes in design and the results of site visits, it can be concluded that the project will have limited and localised environmental and social impacts which can be readily identified and mitigated through well-established proper management methods.

As a result of the on-going Environmental Analysis, an Environmental and Social Management Plan (ESMP) covering the mitigation measures to minimise any potential adverse environmental and social impacts will be prepared. In accordance with Bank's requirements, the Borrower will disclose locally a summary of the relevant environmental issues associated with the project and mitigation measures and action plans.

This section will be amended as soon as the environmental due diligence and the ESMP have been finalised.

Technical
cooperation:

USD 1.5 million provided by Japan/Europe Cooperation Fund (managed by EBRD) to assist the Borrower with the preparation of a PPP concept paper and subsequent transaction advisory services for a pilot PPP project preparation.
