Project description
and objectives:

The EBRD is considering the financing of the acquisition of Air Navigation Services (‘ANS’) equipment, including radars, Air Traffic Management (‘ATM’) and Instrument Landing Systems (‘ILS’) bz Sakaeronaviagatsia LLC., Georgia’s air navigation control authority.
The investment is required to replace outdated Soviet equipment and to increase the reliability, quality and safety of services. The investment will facilitate the client’s membership of the European Agency for the Safety of Air Navigation (‘Eurocontrol’) and compliance with other international aviation organisations.

Transition
impact:
|
The project will contribute to transition in the following ways:
- enhancement of safety and reliability of the client’s operations and compliance with international standards;
- development of a medium term business plan; and
- membership of Eurocontrol and Eurocontrol’s Central Route Charges Office, to enhance safety and increase the transparency of financial flows.

The client:
|
The borrower is Sakaeronaviagatsia LLC, a state-owned company providing air navigation control and management services to air carriers within Georgian air space.
|
EBRD
finance:
|
EBRD will provide US$ 12.5 million senior loan. The remaining project costs will be financed by the client and through grant funds from the government of France.
|
Total project cost:
|
Estimated project cost US$ 20 million.
|
Environmental impact:
|
The environmental impacts associated with this investment are not considered to be significant; the project will bring about safety and environmental benefits.

Technical
cooperation:
|
Assistance to the Project Implementation Unit to be established by Sakaeronavigatsia. EUR 500,000 in TC funds will be sought for this assignment.
