Project description
and objectives:

The EBRD is considering a EUR 100 million loan to Serbian Railways for the financing of both rolling stock and infrastructure. The EBRD would finance up to 25 two or three car sets of Electrical Multiple Units (EMUs) for use on the main inter-city services. These will replace an ageing passenger fleet with new EMUs which will improve service frequencies and quality and, in turn, free up locomotives for the freight business. The European Investment Bank (EIB) will finance a complementary investment focussing on a programme of track renewal on the core network, including Corridor X and the Belgrade-Bar line.

Transition impact:

The Project will contribute to the transition process by:

  • continued emphasis on the PSO;
  • assistance in the development of a Railway Infrastructure Management Plan;
  • development of a Corporate Strategy for the Railway Directorate (RD);
  • further development and support for Business Planning;
  • development of a service costing system for the passenger business; and
  • undertaking a Sustainable Energy Audit.

The client:

Serbian Railways, who are the state owned enterprise responsible for both infrastructure and operations, and the transportation of passengers and freight by rail within Serbia.

EBRD finance:

The EBRD will provide a sovereign guaranteed loan of EUR 100 million. Technical co-operation funds are also being provided (see below).

Total project cost:

EUR 221.0 million

Environmental impact:

Screened B/0. The environmental impacts associated with this investment are not considered to be significant and will, most likely, be limited to ensuring the environmental soundness of the new rolling stock and track renewal. Environmental due diligence is currently underway in accordance with the Bank's Environmental Policy and Procedures and in line with the EBRD's Environmental Performance Standards and Good Practices related to railway modernisation. A representative from ESD has already visited visit the site to determine the level of the environmental work and consultation, if any, required. A full Environmental Analysis is being prepared by the Serbian CIP Institute of Transportation and ZTP Environmental Protection Group. The environmental benefits associated with the new rolling stock (which will be of more modern design and also be a lower gross weight per seat-km than the existing vehicles) will result in around 25 per cent improvement in energy efficiency and a corresponding reduction in traction-induced green house gas emissions.

Technical
cooperation:

The following technical co-operations funds are envisaged as part of this project:

  • Energy Efficiency Assessment. The funding for this assignment has already been secured.
  • Development of a Railway Infrastructure Management Plan and Institutional Development of the Railway Directorate. EUR 500,000.
