Project description
and objectives:

The EBRD is considering a EUR 19 million senior loan to Chisinau International Airport. The proceeds will be used for the rehabilitation and upgrade of the existing runway, taxiways, aprons and other connected core assets of the Airport. The European Investment Bank (EIB) is considering co-financing alongside EBRD for up to an equal amount. The Project will also support

i) implementation of more commercial practices at the Airport, and

ii) increased competition in the aviation sector in Moldova.

Transition impact:

i) Demonstration of new replicable behaviour/ activities. The Project is a direct loan to the state-owned Airport company, with no financial recourse to the sovereign and recognises the commercial independence of the Airport; this project follows the successful repayment of the EBRD’s first loan to the client The Airport will also prepare a twenty year Master Plan as part of project implementation.

ii) Competition in the Sector, and Policies that promote the market. This is expected to derive from the gradual introduction by Moldova of transparent and more competitive tendering process of allocation of new routes.

The client:

Chisinau International Airport, a state enterprise organised in Moldova.

EBRD finance:

EUR 19 million senior loan. The European Investment Bank is considering co-financing for a similar amount.

Total project cost:

EUR 38 million

Environmental impact:

The project has been screened B/1. An Environmental Analysis has been carried out by an independent consultant to identify and assess potential impacts and develop mitigation measures. An environmental audit of the existing facilities and infrastructure has also been carried out. The investigations showed that the rehabilitation and upgrade of the existing runway, taxiways, aprons and other connected core assets of the Airport is expected to be associated with limited environmental impacts. The audit concluded that although the Airport’s current environmental performance is good and in compliance with the national requirements, there are a number of areas that need improvement.

An Environmental Action Plan is being developed to address the mitigation and improvement measures identified in the audit, including: drainage, treatment and monitoring system for stormwater; asbestos and PCBs survey and management plan; a waste management system; soil and groundwater contamination monitoring; clearing an informal dumpsite close to the western end of the runway; strengthened control of land use around the airport, especially in relation to the control of new residential buildings and noise impacts; establishing formal and regular interaction between the Airport and the local community; and development of a formal the Quality Assurance Management System including Environmental Management System (EMS) in accordance with ISO 14001 standards as well as detailed instructions for health and safety and worker protection. The implementation of the EAP will ensure that the project meets the EU and other international safety and environmental standards including those of International Civil Aviation Organisation (ICAO) as well as of the European Aviation Safety Agency (EASA) or equal international standards.

Technical
cooperation:

The Netherlands has provided technical cooperation funding of Euro 200,000 for due diligence assistance to the EBRD. The assignment has been carried out by Netherlands Airport Consultants B.V. (NACO).

The Early Transition Countries Fund has provided technical cooperation funding for Euro 32,000 to the Airport for assistance with the environmental audit and analysis of the Project. The assignment was carried out by AEA Energy and Environment of the UK.

Germany has provided technical cooperation funding for GBP 9,000 for a preliminary technical review of the investments. This assignment was carried out by Dorsch Consult GmbH.
