Project description
and objectives:

The proposed project consists of a EUR 15 million loan to the company Kastijun d.o.o. , owned by city of Pula and county of Istria. The Bank will finance construction of new regional solid waste disposal facility comprising of the new landfill and Mechanical Biological Treatment facility. It is envisaged that the project will be co-financed by the EU IPA funds.

Transition impact:

The proposed project is expected to provide transition impact through the following:

  • Modernisation of the waste management in Istria county under the management of one disposal waste company in line with the EU environmental laws and regulations,
  • Improved commercialisation and corporate governance of the municipal/county waste company,
  • Enhanced regional waste management with higher level of environmental and health standards

The company Kastijun d.o.o.

EBRD finance:

The EBRD is expected to provide a long-term A/B loan of approximately EUR 15 million to the Company.

Total project cost:

The proposed project is expected to cost approximately EUR 30 million

Environmental impact:

The project has been screened A/0.

This project presents significant environmental opportunities to enhance waste management and improve waste disposal standards in Istria. Current used landfills/dumps will be closed and/or turned into collection/transfer stations while waste processing and disposal will be centralized at the Regional Waste Management Centre (RWMC). Next to Kastijun landfill (which will be closed) a RWMC will be built which will include apart from mechanical-biological waste pre-treatment and energy recovery, a construction of a sanitary landfill which will comply with national and EU environmental standards. An EIA has been prepared and public information and consultation has been carried out according to national regulations. EBRD will review the EIA and public information and consultation process and assess their compliance with EBRD’s Environmental and Public Information Policies. If there are any gaps identified, those will need to be addressed and the project will need to meet all EBRD requirements for “A” level project. This PSD will be updated once the environmental due-diligence has been completed.

Technical
cooperation:

Post signing (Borrower) EUR 350,000
TC to assist the RWMC develop its managerial capacity, including assistance to draft and implement its business development plan as well as assistance to its Project Implementation Unit (PIU) advising on procurement and contracting procedures. Non-refundable.
