Project description
and objectives:

The Project objectives are to: rehabilitate and extend the water and wastewater networks, install water meters; construct a reservoir, construct a wastewater treatment plant; and, assist the Company to implement the project and to improve its financial and operational performance.

Transition impact:

  • Technical co-operation to help the Kobuleti and Borjomi Water Companies to identify and implement measures to improve it financial and operational performance.

  • A new tariff policy will be developed to reform the current system to enable the Companies to cover its costs while protecting low income families from hardship.

  • Skills and knowledge transfer will take place during project preparation and implementation plus training and new skills will be provided directly by the technical co-operation programmes.

  • Demonstration effect of working with a new bilateral donor to finance an environmental project in smaller municipalities in Georgia.

 

The client:

The Kobuleti and Borjomi Water Companies.

 

EBRD finance:

Up to EUR 3.0 million loan to the Republic of Georgia to be on-lent to the Kobuleti and Borjomi Water Companies.

 

Total project cost:

EUR 29 million

Environmental impact:

The operation will reduce energy consumption by reducing the need for pumping of the water supply, will construct a wastewater treatment plant which uses the advanced phyto-depuration treatment method, and extend wastewater networks.

  • Feasibility Study
    Full financial, technical and environmental due diligence on the proposed project.

  • Sewage Design Consultancy
    Design of Phyto type sewage treatment facility.

  • Credit Analysis
    Credit analysis of the City of Kobuleti’s budget

  • Audit
    Audit of the Kobuleti and Borjomi Water Companies.

Post-signing:

  • Project Implementation and Procurement Support
    Implementation support to assist with tender evaluation, contract award and administration, financial control, project management, and quality assurance.

  • Corporate Development and City Support Programme
    to
    (i) assist the Companies to identify and implement the necessary corporate, financial and operational improvements (including MIS) and
    (ii) assist the Cities in assessing and addressing tariff impacts and to develop a service contract.
