Screening categories and rationale for classification
The project involves construction of a new marine terminal for handling of oil products (including diesel oil and gasoline), liquefied petroleum gas (LPG) and additional liquid products, mainly chemicals. In accordance with EBRD Environmental Policy, the project has been classified as A/1.
Due diligence undertaken, outcomes and mitigation measures
An Environmental Impact Assessment (EIA) has been prepared and has been disclosed in the public domain as part of the Bank’s procedures. The identified significant environmental, health and safety and social issues, for which mitigation measures have been developed, are as follows:
- Contaminated soils;
- Air quality
- Groundwater and surface water pollution;
- Waste;
- Traffic;
- Marine traffic;
- Noise and vibrations;
The predicted impacts will be to a large extent mitigated through technical solutions contained in the project design, such as VOC collection and recovery system, double seals on floating roof tanks, etc., and also through mitigation measures, such as treatment of oil contaminated waters and sewage, dredging planning, construction work planning, etc.. The site was previously used as a dumpsite for waste generated by a nearby chemical (soda and PVC) plant. The environmental due diligence includes a detailed investigation to characterise the extent of contamination. The contaminated soil will be stored safely under identified paved areas to avoid the contaminants’ mobilisation. Cumulative and transboundary impacts have also been assessed as part of the EIA process. In addition, an Environmental Management and Monitoring Plan has been developed so as to mitigate the identified potentially significant adverse impacts.

Disclosure of information and consultation
A Public Consultation and Disclosure Plan (PCDP) has been prepared as part of the EIA process. Several newspaper articles covered the project in the spring of 2003 following its presentation to the Prime Minister’s Office. The first phase of the consultation and disclosure was carried out during the initial public consultations held in the course of year 2004 with a detailed presentation of the final project to all interested parties local authorities, residents and other interested parties in the affected areas. A second meeting with the Community of Vlore took place afterwards, on August 23, 2005. In the second phase of the public consultation and disclosure process, the Draft EIA was disclosed in the public domain on 18 October 2007. From this date copies of the full draft EIA Report and copies of the separate Executive Summary have been made available for the public’s review at several different locations and on the website of La Petrolifera Italo Albanese.
