Project description
and objectives:
|
The proposed project consists of the modernisation of the Belgrade and
Podgorica air traffic control centres and corresponding surveillance,
navigation and communication infrastructure in Serbia and Montenegro.
The investment will enable the management of air traffic over the territory of
Serbia-Montenegro in a safe and efficient manner and in accordance with the
requirements for a unified air traffic management system in Europe, as per
Serbia-Montenegro international obligations under the provisions of the
International Civil Aviation Organisation (ICAO) and the Eurocontrol Agency.

Transition
impact:
|
The project will demonstrate the benefit of the new institutional and
financial framework set up by Serbia and Montenegro in line with best
international practise and consisting of :
-
an independent air navigation service provider, dedicated to operational and
commercial excellence;
-
a separate Civil Aviation Directorate, responsible for regulation and safety
oversight of the service provider and commercial airlines;
-
international integration, through Serbia-Montenegro membership to ICAO,
Eurocontrol and the European Civil Aviation Conference (ECAC);
-
the full recovery of the costs of providing air navigation services from
airline users and the separation of the corresponding revenues from the State
budget.

The client:
|
The beneficiary of EBRD financing is the newly established air navigation
service provider, Serbia-Montenegro Air Traffic Services Agency, SMATSA.
SMATSA is a limited liability company jointly owned by the Republic of Serbia
and the Republic of Montenegro. SMATSA will also implement the project.

EBRD
finance:
|
€ 33.5 million loan to SMATSA, with the sovereign guarantee of
Serbia-Montenegro.
The project will be co-financed with the European Investment Bank (EIB) that
will extend a € 36 million parallel loan.

Total project cost:
|
€ 112 million
|
Environmental impact:
|
The project will comply with national and EU standards where applicable. The
Client has provided initial information on the current environmental
conditions of the existing facilities.
