Project description
and objectives:

The proposed project will co-finance a greenfield investment for the construction of a brick factory north of Bucharest . The aim is to build a new, modern plant of up to 135,000 millions units capacity of porotherm bricks. Total value of the project is €17.1 million and it will create 58 job opportunities in Romania. The sponsor, Wienerberger AG, Austria, one of the largest brick and tile producers in the world, will substitute imports with local production and will aim to increase output and market share in the coming years.

Transition impact:

The project will support a strong industrial investor during their first phase of development of their manufacturing operations in Romania, thereby sending a positive signal to other potential investors in Romania.

Wienerberger's presence in the Romanian brick sector, which has had no foreign investor so far, will bring modern, world-standard technology to the sector and will increase quality and reliability. It will also transfer technical and managerial skills and know-how to a local manufacturing company.

The client:

Wienerberger Caramizi Romania is a Romanian legal entity established by Wienerberger AG of Austria for its operations in Romania. To date it has operated only as importer and distributor of Wienerberger products imported from their production unit in Hungary. In the future it will incorporate the new production unit.

EBRD finance:

The EBRD's equity investment of up to €2.3 million will represent about 32% of the total company's equity base. The project will be co-financed with debt to be provided by Austrian banks with OeKB guarantees (Austrian export credit agency) for up to €4.1 million and the rest by Wienerberger AG.

Total project cost:

Total estimated cost is €17.1 million.

Environmental impact:

The project has been screened B/O. An Environmental Impact Study and a Geotechnical Study on both the production plant and the clay exploitation area have been carried out in accordance with Romanian law for obtaining environmental permits for the Project. The EBRD have contracted independent consultants to review the studies to verify the information, to identify needs for any additional investigations and to make recommendations for mitigation measures and monitoring.

The project will introduce technology that is in use at Wienerberger's other factories, ensuring the Plant meets industry standards for energy efficiency. Wienerberger have high corporate standards of environmental, health and safety performance and is committed to carry out the project and operations in compliance with Romanian and EU environmental, health and safety standards.

This section will be amended as soon as EBRD's environmental due diligence has been completed.
