Project description
and objectives:

Key objectives are to reduce operation and maintenance costs, water losses and discharge of untreated sewerage into local river and the Barents Sea Basin and to improve the operational and financial performance of the municipal water and waste-water services in Archangelsk. The project is a priority project of the Northern Dimension Environmental Partnership (NDEP), and is co-financed by a grant of € 8.2 million..

Transition impact:

The project would have an impact on the transition process through corporatisation and commercialisation of the Vodocanal, through improved financial and operational performance and development of scope for a service contract.

The client:

The borrower will be the water utility (Vodocanal) of Archangelsk City. The Archangelsk Region will act as guarantor.

EBRD finance:

Senior loan of €10 million or RUB equivalent to Archangelsk water utility.

Total project cost:

Equivalent to €25.3 million.

Environmental impact:

Screened B/0. The project has mainly environmental objectives. It will help to improve water and wastewater management in the City of Archangelsk and reduce threat to public health and safety. An Environmental Analysis is being carried out by international consultants as part of the feasibility study which will provide information on the current environmental conditions of water and wastewater facilities and will assess potential impacts of implementing the planned upgrade of water and wastewater facilities.

Technical
cooperation:

Technical Feasibility Study already financed by the Finnish Government (€230,000).

Creditworthiness Enhancement Programme to be financed by the British Government (€200,000).

Environmental Action Plan to be financed by the Government of Luxemburg (€200,000).

PIU Training and Support financed by the European Union (€350,000).

International Project Engineer financed by NDEP (€900,000)

Corporate Development Programme is envisaged to be financed on bilateral basis by the Swedish ‘SIDA’ (€500,000)
