Project description
and objectives:

A proposed sovereign loan of EUR 17 million (replacing the original loan of EUR 10 million that would be cancelled) to make emergency improvements to the Elbasan – Librazhd (30 km) section of the national road in the East-West Corridor of Albania between the Port of Durres and the FYR Macedonian border. The EBRD component aims to improve the Elbasan – Librazhd section (30 km) of the national road between the Port of Durres and the FYR Macedonian border, part of the East-West Corridor (EU Corridor 8).

Transition impact:

The emergency project is expected to improve regional communications and trade along the East-West corridor.

The client:

The Government of Albania.

EBRD finance:

Sovereign loan of EUR 17 million.

Co-financiers of other sections of the East–West Corridor are: International Development Association (EUR 12.2 million); Government of Albania (EUR 3.9 million); Kuwait Fund for Arab Economic Development (EUR 7.5 million); EU-Phare (EUR 21.8 million); European Investment Bank (EUR 23.0 million).

Total project cost:

EUR 25.66 million (Elbasan – Librazhd section).

Environmental impact:

This project has been screened B/0. An Environmental Analysis has been carried out by independent consultants as part of an overall project feasibility study. The environmental impact associated with the project is not significant. There could, however, be issues associated with related activities, such as the creation of new quarries or borrow pits. There are also environmental impacts associated with construction work, such as the disposal of wastes and worker health and safety, which will need to be incorporated into tender documents and construction contracts.

Technical
cooperation:

Grant money is provided by: Italian Co-operation (EUR 3.8 million) and Central European Initiative (EUR 1.7 million). The Government of Albania will also contribute EUR 2.0 million for civil works. EU-Phare has already provided EUR 0.68 million for consultancy services.

Technical cooperation funding has been provided for preparation of detailed design and tender documents. The selected Consultant has already completed the assignment.
