Project description
and objectives:

The proposed project involves rehabilitation of the European Corridor X motorway from Zabok via Zagreb to Brodski Stupnik. It would also include a consultancy component with a focus on institutional development of Hrvatske Autoceste.
The project objectives are to support rehabilitation of the existing motorway network and institutional development of HAC. The Bank’s loan will be used to finance part of the rehabilitation of the European Corridot 10 motorway and consultants to assist with institutional development.

impact:

The project will allow the Bank to continue to support road sector reform in Croatia, which has been a key focus of earlier EBRD loans to the sector. It will also support institutional development of HAC and greater commercialisation of its activities.

The client:
|
The client is Hrvatske Autoceste (the Croatian Motorway Company or HAC). HAC is a Government-owned limited liability company. It was established in April 2001 and is responsible for development, operation and management of motorways and other tolled facilities. It reports to the Ministry of Public Works, Reconstruction and Construction.

EBRD
finance:
|
The Bank will provide a sovereign guaranteed loan to HAC in an amount of €46.5 million. The European Investment Bank is expected to co-finance the project by providing a sovereign guaranteed loan to HAC also.

Total project cost:
|
The total project cost is estimated to be €125 million, excluding local duties and taxes which will be borne by HAC.
|
Environmental impact:
|
The project is screened C/0. There are no significant environment related issues relevant to this project. Potential environmental impacts of motorway refurbishing were identified and will be included in tender documents (including compliance with international good working practices and all relevant national occupational, health and safety requirements).

Technical
cooperation:
|
TC funds will assist HAC in the areas of improving efficiency of maintenance activities and system-based road management.
