The Project represents Phase 2 of the development of Regional Navigation Safety System in the Gulf of Finland, and involves the proposed construction of 3 radio towers on the islands of Gogland, Seskar and Sommers. These towers are to carry radars and radio communication equipment, equipment for the location and identification of ships and equipment for the transmission of information between ships and the shore.

Environmental impact:

The project was screened B/0. The Regional Navigation Safety System is a significant step in safeguarding the natural environment of an increasingly busy shipping lane. A major benefit likely to arise is a reduction in accidents involving hazardous chemicals and particularly oil and oil products. Information from HELCOM shows that the Gulf of Finland already has a high incidence of oil spillages. This may increase with the projected traffic growth (18,000 ship movements in 2001 projected to increase to 30,000 by 2010; around 4,000 ship movements p.a. involve oil or other hazardous cargoes) and the development of new major oil terminals.
The project assessment by independent consultants showed that the direct local environmental impact of the project (i.e. the construction of three unmanned communication towers on remote islands) is limited and can be addressed by appropriate site selection and working practises. All construction work (inclusive of docking of vessels; temporary storage of materials, temporary housing etc.) will need to be carried out with due regard for environmental protection and in compliance with all national environmental requirements. This will be closely monitored and reported to the Bank in the course of the project implementation.
