Proposed loan to finance essential investments in fixed-line telecommunications network infrastructure of OJSC "Tajiktelecom", the national incumbent operator of Tajikistan.
The project aims to improve access to and the quality of basic telecommunications services. Bank funds will be used primarily to procure digital switching and transmission equipment for Dushanbe and regional centres. The borrower will establish a Project Implementation Unit, supported by consultants.

impact:

Apart from improving telecommunications services, especially for businesses, the loan conditionality will focus on sector reform, including a new telecommunications law, transparent licensing procedures, tariff reform and establishing an independent regulatory framework.

The client:
|
OJSC "Tajiktelecom" is the state-owned national telecommunications operator of the Republic of Tajikistan. The Government of Tajikistan intends to support the operation by providing a sovereign guarantee. The Ministry of Communications will undertake a regulatory development programme.

Long-term loan of US$ 13 million (€14.2 million) to OJSC "Tajiktelecom" supported by a sovereign guarantee from the Republic of Tajikistan.
Grant funding of up to US$ 2 million (€2.3 million) provided by Switzerland.

Approximately US$ 20 million (€22.9 million).

Environmental impact:
|
There are no major environmental issues associated with this project. Due to the potential environmental impact in connection with location decisions and construction activities, an environmental analysis will be carried out, based on the Bank's questionnaire for telecom projects.

Technical
cooperation:
|
TC funding totalling €1.1 million will be sought for assistance with project implementation, corporate development and regulatory development.
