Project description and objectives:

Dalkia, the energy arm of Vivendi, is in the process of acquiring PPC Trmice (PPC) from Severoceska Energetika (SCE), the regional power distribution company of North Bohemia. The EBRD is considering providing a loan as part of the proposed acquisition.

Transition impact:
|
The proposed transaction will have an impact on the transition process by allowing SCE, a regional power distribution company, partly owned by the National Property Fund, to sell its stake in PPC to a private operator, Dalkia, which will operate the installation on a commercial basis.
The transaction will act as a model for the sale of CHP plants to the private sector, and will help expand private sector participation in the Czech heat and power generation market.
The Bank's participation will facilitate the involvement of local banks in a structured transaction.

The client:

Dalkia, part of Vivendi Environnement, is based in Paris and has been developing its energy service activities for more than 60 years.
PPC is a combined heat and power (CHP) plant located in Usti Nad Labem, in the North Bohemia region of the Czech Republic. PPC has a single cycle gas-fired plant with an installed capacity of 70 MW.

Loan of €15 million out of 31 million, co-financed with CSOB and Credit Lyonnais Praha.

Environmental impact:

The project has been classified as B/0. No Environmental assessment is required, while an environmental audit of the existing facilities is required to assess compliance with relevant national and EU standards and to develop an Environmental Action Plan (EAP) if necessary. This will be conducted either in parallel or as part of the technical due diligence with input by a member of the Bank's Environmental Unit.
