Project description
and objectives:

The Bank proposes to assist the recently privatised water company (Apa Nova) with the improvement of the water distribution network and completion of the Crivina water-treatment plant in Bucharest.

Transition impact:

This would be the Bank’s first private municipal project in Romania. The transaction would:

  • strengthen operational performance and functioning of the existing water and sewerage system by involvement of the experienced operator;

  • introduce international management practices and develop operational expertise among Apa Nova’s staff; and

  • help the sponsor to develop local skills in areas such as operations management, energy efficiency, capital budgeting and financial management.

The client:

Apa Nova Bucuresti (Apa Nova) – the concessionaire of the water and sewerage system, which is owned by Vivendi Universal (83.7 per cent) and the city of Bucharest (16.3 per cent).

EBRD finance:

€75 million senior corporate loan to Apa Nova, of which €25 million would be offered for syndication to other banks.

Total project cost:

Total project costs are estimated at €132 million.

Environmental impact:

The project has been screened B/0, requiring an environmental analysis. The project would bring environmental benefits by enabling the client to meet the EU standards in operations and quality of services in the water sector in Bucharest.
