Project description
and objectives:

The project supports the establishment of a national transmission company to facilitate implementation of a competitive power market. EBRD investments will upgrade existing lines and communications.

Project objectives: NPGC will ensure equal and reliable third-party access to the trasmission grid, to generators and distributors. The project will finance priority investments to improve service quality and efficiency and to develop a market operator.

 

Transition impact:

The establishment of NPGC will support sector liberalisation and development of a market led energy sector.

The client:

The National Power Grid Company "Transelectrica"- SA (NPGC) was established as a Romanian state-owned independent joint-stock power transmission company in September 2000 . NPGC operates 69 high voltage substations as well as 8,108 km of overhead lines. NPGC is responsible for despatch, independent system operations and system planning.

EBRD finance:

EBRD loan of US$ 51.472 million (€60.9 million). Co-financed with the European Investment Bank. EU Phare is providing an investment grant.

Total project cost:

US$ 204.5 million (€242.0 million)

Environmental impact:

The project was screened B 0, requiring an environmental analysis. This was carried out by international consultants and included visits to existing substation sites and depots. The consultants did not identify any non-compliance with applicable national and EU standards. The Company will implement an Environmental Management System (EMS) based on the relevant international standard (ISO 14001) which will further enhance its environmental performance.

Technical
cooperation:

TC funds have been mobilised to develop a business plan, support the independent regulator and review technical feasibility.
