Project description and objectives:

Design, financing and construction of a waste-water treatment plant as well as
its maintenance and operation for a 22-year period in the city of Maribor,
Slovenia.
This project has two main objectives. The first is to allow Maribor’s waste
water to be treated to EU standards (at present the city’s waste water
receives no treatment). The second is to optimise private sector involvement
in the financing and provision of a municipal service.

Environmental impact:

The project was screened as A/0, requiring an environmental impact assessment
(EIA) of the proposed waste-water treatment plant. The EIA was performed by
independent environmental consultants, and investigated possible impact from
the operation and construction of the plant. Potentially affected areas
included surface and ground waters, soil, landscape, natural habitats, flora,
and fauna. On review by the Bank, the EIA was found to be satisfactory in both
its summary of potential impact and the adequacy of proposed mitigation
measures. The plant will be designed to meet the standards set in the 1991
European Union directive on urban waste-water treatment and local legislation,
such as the Regulation on Emission of Discharges of Waste Water from Urban
Water Treatment Plants.
The EIA included a number of recommendations, which have been taken into
account during the design of the plant. Additional to those design aspects,
the project will be carefully monitored to ensure that both during the
construction and operation, work is carried out to the highest standards and
the plant remains watertight throughout its operating life. The plant will
have a major positive impact on both the environment and public health as it
will allow a great improvement in surface and possibly ground waters.
