and objectives:

The project comprises upgrading the basic infrastructure for municipal and industrial solid waste management in Tashkent, Uzbekistan.
The main objective of the project is to restore the basic municipal and industrial waste collection and disposal services. Other objectives are to address urgent environmental problems and public health hazards, and to strenghten the institutional arrangements surrounding the municipal solid waste management in Tashkent.

Transition
impact:

The project will help promote transition through:
- opening the municipal solid waste management services for the private sector on a competitive basis;
- commercialising service provision and creating an institutional framework that would promote competition and market efficiency; and
- introducing the concept of cost recovery in the provision of municipal services.

The client:
|
The borrower will be the City of Tashkent.The loan will be guaranteed by the Republic of Uzbekistan.

EBRD
finance:
|
The EBRD will provide a sovereign loan of US$ 19.2 million (Euro 16.3 million). The project will be co-financed with the World Bank.
|
Total project cost:
|
US$ 46 million (Euro 39 million).
|
Environmental impact:
|
The project was screened B/1. An environmental audit of current operations and an analysis of the project has been carried out by independent consultants. This study indicated that current operations constitute a major environmental and public health risk. Major issues will be addressed by the project. This includes investments in the upgrading of the waste collection system, the rehabilitation and closure of two unsafe landfill sites and the development of a third landfill site. It is expected that implementation of these key project components will result in significant environmental and public health and safety benefits. The project also includes a strategic planning component for the future development of the municipal waste disposal system of Tashkent, which provides an opportunity to bring the entire system in line with international environmental and health and safety standards.

Technical
cooperation:
|
Technical cooperation funding will be sought to support project implementation and the institutional strengthening programme for the system operator and the City of Tashkent.
