Project description

Rehabilitation of general cargo and dry bulk and ferry terminals at Turkmenbashi Port on the Caspian Sea.
The objective of the project is to assist Turkmenistan in diversifying and improving its access to world markets. The project involves trade facilitation and corporatisation of the client, introducing the concepts of accountability and cost recovery in readiness for TSA's conversion into a commercially managed autonomous entity.

The client:
|
Turkmen Sea Administration (TSA) is a fully state-owned government agency, headed by a chief executive officer holding a rank equivalent to that of a cabinet minister. TSA is responsible for port operations, transport fleet and maritime administration.

finance:

ECU 27.5 million loan. Three-year grace period plus 11-year repayment. Sovereign guarantee.

Estimated at ECU 39.4 million.

Environmental impact:
|
The project was screened as B/0, requiring an Environmental Analysis. The project consists of the following components:
- rehabilitation of the ferry terminal;
- reconstruction of the main port facilities, including construction of new storage facilities, rehabilitation of utility services and reconstruction of general cargo and dry bulk cargo berths;
- rehabilitation of cranes and supply of cargo handling equipment for the port;
- consultancy services for project implementation and supervision; and
- construction of container handling facilities (financed from an EC Tacis grant).
The environmental due diligence of the project included establishing the baseline conditions in the project area and an environmental assessment of the main impact associated with the rehabilitation of the port and the ferry terminal, including water quality, air emission, waste management and health and safety issues. Recommendations were made based on the results of the environmental investigations which have been included in the Environmental Action Plan (EAP) for the project. The EAP is currently being negotiated with the client and will be finalised by the time of loan signing.

Technical
cooperation:
|
- Development of a long-term master plan for the main Port facilities (approx ECU 400,000).
- Detailed engineering design of the general cargo and dry bulk terminal and procurement assistance to the TSA for the project as a whole (commencing approx. March 1998; ECU 600,000).
- Development of TSA's Financial Management Information System and Tariff Procedures: ECU 400,000 (commencing approx. May 1998).
- Project Implementation Assistance: ECU 600,000.
- Institutional Development Assistance: ECU 700,000.
