Project description
and objectives:

Rehabilitation of the passenger terminal and improvements to taxiways and apron.

Operation objectives:

a. undertake urgently required rehabilitation of taxiways and related airside facilities;
b. complete modernisation of the passenger terminal building and associated services required to accommodate expected traffic levels over the next ten years;
c. assist in project implementation ensuring the transfer of procurement expertise and efficient project management skills.

Use of proceeds:

To finance the foreign exchange cost of the following items:

a. rehabilitation of taxiways and apron;
b. modernisation of passenger terminal;
c. consultancy assistance in project implementation.

Transition impact:

(i) Skill Transfer - The Bank will provide support to the Airport management and the civil aviation authorities for a project that will have investment implications not only for the aviation sector but also for Uzbekistan's involvement with foreign financing methods and procurement procedures (consultancy assistance to be provided to the Project Implementation Unit).

(ii) Competition/Market Structure - The project will ensure implementation of market-oriented management and operational practices at the Airport.

(iii) Institutional Functioning - Sector reorganisation and transformation of existing institutions into a network of commercially oriented, financially self-sufficient companies constitutes a pre-condition of project approval by KfW's and EBRD's respective managements.

The client:

Tashkent Airport Enterprise - an independent airport company managing the airport operations and responsible for provision of airport services at the Tashkent Airport.

EBRD finance:

US$ 48 million loan (ECU 38 million).

Total project cost:

US$ 51.3 million (ECU 40.7 million).

Environmental impact:

This project, screened B/0, involves a complete modernisation of the passenger terminal building and rehabilitation of runways at Tashkent Airport. An environmental analysis is currently being undertaken by independent consultants which will involve the identification and assessment of all significant environmental effects associated with the rehabilitation plans for the runways, taxiways and apron, including potential for increased ground and surface water pollution caused by runoff during construction and from increased use of the infrastructure. In addition, noise/air pollution from extra traffic movements and ecological impact on existing and proposed land use in the vicinity of the airport will be analysed. The final report will include an environmental, health and safety action plan to be carried out within the project to ensure compliance with relevant national and international standards and Bank requirements.
