Project description
and objectives:

The Ministry of Public Works, Transport and Telecommunications has applied for a loan from the European Bank for Reconstruction and Development (the Bank) and the European Investment Bank (EIB), and intends using its proceeds for the rehabilitation and construction of the road section Levan - Vlore, part of the North–South Road Corridor of Albania and Trans-European Corridor VIII. The project will be implemented by the General Roads Directorate.

The works comprise the construction of a new road section from Levan (19 km south of the city of Fier) to the city of Vlore. The total length of this section is 24 km and it is expected to be constructed as a 4-lane road.

This is a key road corridor leading to the Port of Vlore, which will facilitate regional integration and promote economic growth by reducing transport costs, increasing access and improving road safety. It is anticipated that the proposed project will continue to provide support to the road sector in Albania, through the introduction of performance-based maintenance contracts for state roads, with the aim of increasing effectiveness and lowering the costs of road maintenance. This transition impact builds on the enhancement of road financing arrangements through increased allocation of revenues to the road sector and restructuring of road sector operations to improve efficiency.
