The Ministry of Regional Development of the Russian Federation has been tasked by the Russian government to prepare a new concept for financing capital repairs and energy efficiency improvements in multi-family residential buildings. The European Bank for Reconstruction and Development (EBRD) and the International Finance Corporation (IFC) are providing ongoing support to the Ministry in developing this concept.
The following reports and presentations have been prepared in the framework of the support to the Ministry.
A summary for policy makers (723KB - PDF) was prepared by experts of the EBRD and the IFC based on these reports.
With the Global Environment Facility (the “Donor”) providing funding for the consultancy assignment “Russian Urban Housing Energy Efficiency Programme – Model and Regulatory Framework Development” the reports 2-5 and presentations 2-5 listed above (the “Reports” and the “Presentations) were prepared by the Institute of Urban Economics (the “Consultant”) for the benefit of the Government of Russia and the European Bank for Reconstruction and Development (the “EBRD”).
