Japan has provided over €170.2 million to the EBRD's Technical Cooperation (TC) Funds Programme, making it the largest bilateral contributors. Japan is also the third largest contributor to the Early Transition Countries (ETC) Fund.
Japan is a founding member of the EBRD, with an 8.5 per cent capital share and a representative on the Board of Directors.

Donor funding
Japan has provided over €170.2 million to the EBRD’s Technical Cooperation (TC) Funds Programme, through bilateral and multilateral funds, making it the largest bilateral contributor. The main tool for TC is the Japan-Europe Cooperation Fund (JECF), which had committed funding for 565 projects for €124 million by the end of 2010.
Co-financing
Japan is an important source of foreign direct investment in the EBRD’s countries of operations. As of January 2011 the value of joint Japan-EBRD investment stood at €4.9 billion, of which the EBRD’s portion was €2.6 billion and Japan’s was €2.3 billion. Adding in further investment from other countries and sources, the total value of projects with Japan-EBRD involvement was €19.6 billion. The majority of these deals were in the private sector.
Consultancy services and procurement
In 2010, 95 consultancy contracts with a total value over €1 million were awarded to Japanese consultants by the EBRD. These awards included 94 contracts worth €917,266 by the TurnAround Management (TAM) Programme and one contract for the Business Advisory Programme (BAS) for engagement of a Japanese liaison officer.
Cooperation with Japanese banks
The EBRD works closely with Japanese banks involved in the Trade Facilitation Programme (TFP), through which the EBRD guarantees the payment of trade finance instruments (such as letters of credit or payment guarantees) that are issued by banks in its countries of operations to foreign confirming banks.
