INVITATION FOR TENDERS

II/W/NIB

Rehabilitation of water distribution and sewer system

 

The Nordic Investment Bank (NIB), Nordic Dimension Environmental Partnership (NDEP), the Nordic Environment Finance Corporation (NEFCO), and the Finnish Ministry of the Environment (FMoE) are providing financing for the implementation of environmental projects in the town of Pikalevo in Leningrad Oblast, Russian Federation. The proposed projects have been developed within the framework of the so-called Nordic Initiative, aiming at development of an affordable priority enhancement and investment programme. A comprehensive feasibility study was implemented in 2000 with the funding of the Ministry of the Environment of Finland and the Danish Environmental Protection Agency (DEPA).

Municipal Unitary Enterprise (MUE) “Vodokanal of Pikalevo” hereinafter referred to as the Employer, intends using part of the proceeds of a loan from NIB towards the cost of civil and installation works for the rehabilitation of the water distribution and sewer system.

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan.

Contract no. II/W/NIB

Lot 1. Installation works for reconstruction of house connections and replacement of valves in water distribution system

Lot 1 includes the following works:
- replacement of 18 valves in the water distribution system;
- 1st stage of reconstruction of house connection external networks (85 houses);
- reconstruction of internal house connections (212 houses).

Lot 2. Civil works for rehabilitation of the water distribution system

Lot 2 includes rehabilitation of the most leaking water mains (~4582 m DN 110/160/225) specified within the leak detection study carried out by Rost-Yarvi in summer 2007.

Lot 3. Civil works for rehabilitation of the sewer system

Lot 3 includes construction of a sewer on Sportivnaya street (~40 m DN 200) and rehabilitation of the existing sewer on Bolnichnaya Street (~930 m DN 200/315).

Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.

The main equipment and materials required for implementation of Lots 1 – 3 of this contract were supplied to the Employer under Contract II/S/NDEP; now they are stored at the Employer’s warehouse and will be handed over to the Contractor after entering Contract II/W/NIB into force. The Contractor shall estimate the need in additional materials and equipment required for the completion of the Works and shall deliver them to the Site.

The scope of Works includes all necessary preparatory activities, temporary roads and access to the Site, preparation of method statements, arrangement of bypass pumping and dewatering, removal of existing pipes where specified, excavation and backfilling, pipe jointing, pipe laying, installation/ construction of manholes, installation of valves, testing, landscaping, commissioning of completed Works in accordance with the Russian Legislation.

Estimated duration of Contract: 11 (eleven) months.

Tendering for contract is open to firms from any country.

To be qualified for the award of the contract, tenderers must satisfy the following minimum criteria:

 

(a) the tenderer has the financial, technical and production capability and capacity necessary to perform the Contract. The tenderer’s annual turnover in each of the previous three years was at least three (3) times more that the tender price proposed by the tenderer, and the annual profit was positive in these years;

(b) the tenderer is not bankrupt or under bankruptcy procedures according to the national legislation or regulations;

(c) the tenderer has satisfactorily done similar works to other employers in the countries with the similar climatic and soil conditions and completed at least five (5) similar contracts in the recent five years;

(d) the construction manager proposed by the tenderer has at least five (5) years of experience in similar works; and

(e) the tenderer has ability to obtain from any authorities all and any permits, approvals and licenses necessary to execute and complete the works.

 

Tender documents, upon payment of a non-refundable fee of EUR 100 or equivalent in Russian roubles according to the exchange rate of the Central Bank of the Russian Federation on the date of payment, will be sent in digital format (.pdf file) and/or may be obtained from the office at the address below.

If requested, the documents will be promptly despatched by courier for additional payment of EUR 100, but no liability can be accepted for loss or late delivery.

All tenders must be accompanied by a tender security in the amount of one per cent (1%) of the tender amount written in the Tender Form.

The Employer will arrange a pre-bid meeting on 8 July 2008 at 12.00 o’clock Moscow time in the Employer’s office at the address below. Prospective tenderers are requested to notify the Employer if they intend to participate in the pre-bid meeting. The notifications shall be sent by e-mail at the following addresses: vodapik@pochta.ru and vodapik@yandex.ru.

Tenders must be delivered to the office at the address below on or before 19 August 2008, 14.00 o’clock Moscow time, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.

A register of potential tenderers who have purchased the tender documents may be inspected at the address below.
